The U.S. Department of Energy (DOE) has entered into a cooperative agreement, number DE-FC21-86MCl1076, with the University of Wyoming Research Corporation, Western Research Institute (WRI). Pursuant to the terms of this agreement this annual project proposal for jointly sponsored research (JSR) is submitted for review and approval by DOE. WRI plans to perform JSR projects of major importance to the DOE fossil energy mission. The JSR projects are cofunded by DOE and industry to foster diversity of nonfederal interests in fossil energy and closely related matters. Research in each of the following sections is described as major project concepts. A technical rationale is provided for each major project concept. Specific projects are identified with potential industrial partners and target cost-shares. Wherever possible, the specific projects are described by preproposals or proposals and include letters of commitment for nonfederal cofunding. Priorities are established by the commitment of nonfederal cofunding. Highest priority is expected for individual projects that enhance the likelihood for sustained nonfederal funding. Successful completion of initial cofunded projects is expected to result in sustained nonfederal funding. Research activities conducted at WRI follow established quality assurance and quality control procedures. The Quality Assurance Officer participates in the definition and writing of project plans and assists where appropriate in experimental designs, schedules and initiates sample checks, maintains statistical control charts, participates in method validation studies, and arranges interlaboratory verification studies.
