The U.S. Department of Energy (DOE) has entered into a cooperative agreement, number DE-FC21-86MC11076, with the University of Wyoming Research Corporation, Western Research Institute (WRI). Pursuant to the terms of the agreement this annual project proposal is submitted for review and approval by DOE. Funding for this year is broken into two categories, the Base Research Program and the Jointly Sponsored Research Program (JSR). Research under the JSR will be proposed and negotiated on a project-byproject basis and included by amendment to the Annual Research Plan. For the Base Research Program, research is planned in four major program areas: oil shale, tar sand, coal research, and advanced exploratory process technology. The budgets by program area are as follows: Oil Shale $281,849 Tar Sand 564,681 Coal Research 1,083,915 Advanced Exploratory Process Technology (AEPT) 780,555 Total $2,711,000 Verne Smith is the designated manager for the four program areas. Base research in each of the following sections is described by major program area. Within each section the proposed efforts are broken down by research tasks, for which specific investigations are described with budgets and milestone accomplishments included. Research activities conducted at WRI follow established quality assurance and quality control procedures. The Quality Assurance Officer participates in the definition and writing of project plans and assists where appropriate in experimental designs. He also schedules and initiates sample checks, maintains statistical control charts, participates in method validation studies, and arranges interlaboratory verification studies.
