Last year, Fossil Energy staff met with 102 individuals representing 24 organizations to draft a new research agenda for enhanced oil recovery. This report--the "EOR Initiative"--is a distillation of the views expressed in those meetings. The document has been useful. It was incorporated into the planning activities required for the preparation of the Fiscal Years 1989 and 1990 budget proposals for enhanced oil recovery. It was also submitted to Fossil Energy's Congressional appropriations committees for inclusion in the hearing record on the Fiscal Year 1989 appropriation. Much has happened since this report was prepared. It was reviewed by Fossil Energy's Office of Geoscience Research and DOE's Hydrocarbon Geoscience Coordinating Committee and was used by the Geoscience Institute at the University of Texas in its preparation of a report to Fossil Energy on a comprehensive plan for geoscience and enhanced oil recovery research. Rather than revise this document to account for events that came after its initial completion, we are publishing it as a record of the original discussions.
